In order to address those challenges, this project will establish a stronger cross-border industry-government-university-civil society cooperation (“Quadruple Helix”) and therefore enforce the growth capabilities and employment and innovation potential of local SMEs.
This will be done by the creation of two joint cross-border clusters – one in the sector of agriculture and applied new technology in agriculture, located in the city of Sombor, and another one in the sector of paper industry and mechanical engineering, located in the town of Belišće. Since main objective of this project is creation of favourable business environment for growth of capabilities and employment potential of SMEs, the main change it will bring about is strengthened cross-border industry-government-university-civil society cooperation through the establishment of two joint cross-border clusters, coordinated by business support institutions, in the area of Sombor and Belišće. During this project aforementioned clusters will be established, innovative mobile and web-based solution will be introduced and Web-based tool for mapping of the renewable resources in agriculture in the CBC region will be developed. Together with that, two buildings will be adapted and equipped for cross-border clusters purposes. Main target group for this project are SMEs and business support organisations, but local public authorities, universities, interest groups and general public as well. This project will facilitate and significantly improve the collaboration and trade flow between the two areas allowing SMEs to form partnerships with vendors of complementary offerings and internationalise their market range.

A lengthy title indeed, but every term in it carries great importance for Croatia’s and Serbia’s cooperation : Interreg stands for territorial cooperation among countries of Europe. It is a framework developed by the EU that allows joint actions and policy exchanges between different states. IPA is an abbreviation for Instrument for Pre-Accession Assistance, meaning the EU framework that allows cooperation among EU Member States and candidate and/or potential candidate countries. Cross-border Cooperation (Programme), oftentimes shortened to CBC, refers to one of Interreg’s three strands of cooperation: cross-border, transnational and interregional.
Croatia and Serbia refer to countries participating in the Programme which have agreed to jointly overcome challenges crossing national borders and mutually use untapped growth potential in the cross-border area. 2014 – 2020 stands for the current multiannual financial framework, i.e. the seven-year timeframe and planning horizon of using EU resources.
