The City provides competences by delegating staff with a significant knowledge and experience in construction works, project preparing and management, as well as strategic-level decision makers. Project staff will be provided from the City employees with substantial track record of preparing and implementing Interreg IPA CBC projects, and also of staff with experience in conducting projects funded by other donors – such as ministries and provincial secretariats. By having a diverse team the City ensures a holistic approach to project implementation which ensures sustainability and risk mitigation.
City of Sombor acts as Lead Partner of the project consortium. As LP, the COS will be in charge of all project related communication between JS, MA and partners, as well as for financial management – transferring funds, due diligence in spending and reporting, and will be tasked with reporting after each period.

NALED has positioned itself as key partner in hosting and supporting continuous public private dialogue on policy and regulatory reforms- related to general business environment and sector-specific.
NALED as the project partner will be involved in the implementation of WP Preparation, WP Management, WP Implementation and WP Communication, with key role to support establishment of cross-border clusters with regards to their legal and organizational set up; support to management structures and achieving financial sustainability; delivery of trainings, organization of study tours and mentoring to SMEs (potential members of clusters), members of clusters and their managing structures.

Faculty of Agriculture in Osijek (PFOS) is a scientific-educational component of Josip Juraj Strossmayer University of Osijek. The aim of PFOS is to develop and constantly improve dynamic and multidisciplinary research environment, in which all research and development potentials will be maximally used.
Faculty of Agriculture in Osijek have long-term experience in education in the field of agriculture and biomass residue along with renewable energy technology especially in biogas. As such it will provide logistic support to lead partner and education in form of lectures and workshops to target groups within the project proposal. Also it will organize study trips abroad as in home country to show examples of good practice in field of biomass management. Equipment purchased within project will give information about energy yield of different biomass directly or indirectly used by partners in project and also will be available to members of clusters to be able to determine energetic value of their biomass.

BIOS is a business support organisation established under the authority of the City of Osijek. It offers mentorship and office space to start ups at below-market prices, in order to facilitate their initial growth. BIOS is also engaged in promotion activities of its tenants and offers web design services to them.
Relevant for the project, BIOS thematic competences and experiences are focused to ICT sector as follows: Active participation in Osijek Software City, Project Hardware Lab, Organization of ICT events and workshops on programming, automation, robots etc., especially for scholars.
Local Development Agency of City of Belišće ltd

LRA Belišće is an entrepreneurship support institution founded in 2016 with the primary objective of assisting local public authorities, local entrepreneurs and organizations and in application and implementation of projects that contribute to socio-economic development of the town area.
As a project partner LRA Belišće will be involved in the implementation of all workpackages, with key role in the establishment of one of two clusters, mainly the mechanical engineering and paper industry cluster in Belišće, setting up of the web based platform, organization of educational and B2B workshops for entrepreneurs and SMEs from the mentioned industries and coordination of communication activities which will be carried out on the Croatian side of the border.
